About the team
The NSTA Decommissioning Team is responsible for ensuring that operators meet post-hydrocarbon obligations to explore viable alternatives to decommissioning and where there is no alternative use, that infrastructure is decommissioned safely and cost effectively. This is done through engaging with operators during the late-life phase of an offshore oil and gas field, supporting re-use and repurposing of infrastructure where appropriate and delivering cost effective decommissioning as required.
Working with industry and stakeholders to deliver a 10% decommissioning cost reduction is a key priority. This is driven by effective late-life into decommissioning stewardship, supported by high quality data and analysis, to promote and influence change in the way work is planned and delivered. The Head of Decommissioning leads the Decommissioning team and reports to the Director of Supply Chain and Decommissioning.
Leading a team of specialists, the postholder is responsible for delivering the NSTA Decommissioning Strategy working with industry to repurpose infrastructure where appropriate and enable cost efficient decommissioning to meet the target to reduce decommissioning costs by 10% by the end of 2028.
The Head of Decommissioning plays a critical role to lead and influence the industry, driving the interaction with Operators to build collaboration in the planning and execution of their respective decommissioning projects to deliver improved efficiency and reduce costs.
The successful applicant will become a key member of Supply Chain and Decommissioning Directorate: directly engaging operators, licensees, infrastructure owners and the supply chain on a range of strategy, long term plans and decommissioning issuesLeading the decommissioning team (ten people)interfacing with other NSTA Directorates to ensure appropriate management of strategy and delivery programmesworking closely with other government departments such as BEIS, HMT and HSE, and industry associations (OEUK, DNS, etc.) and forums, including the Decommissioning and Repurposing Taskforce. Lead the decommissioning team to deliver the targeted £20bn cost efficiencies from future decommissioning work. Influencing the industry to deliver commercial transformation, including through collaboration and campaigning.Delivering an efficient regulatory consenting function for well suspension and abandonment, supporting the delivery of cost-efficient decommissioning and holding industry to account through enforcement of regulatory requirements, including enhanced stewardship as required.Support the delivery of CCS activities, specifically in relation to repurposing infrastructure, assessing how existing oil and gas wells can be managed to enable future carbon storage, and the risks associated with wells that have already been decommissioned.Maximise the opportunity for repurposing oil and gas infrastructure to enable energy transition, including hydrogen, offshore renewables, and CCS.Champion and deliver continuous improvement in the use of data to promote efficiency, including leading the delivery of the annual decommissioning cost and benchmark report and improving the visibility of future decommissioning opportunities.Engage with senior industry leaders, including MDs and directors to review decommissioning performance
Specialist Skills, Qualifications, Experience, Licenses, Memberships or Language Essential: Degree (or equivalent) in Engineering, Science or BusinessLeadership skills and the ability to be strategicDemonstrable understanding of the regulatory environment surrounding oil and gas operationsSignificant experience in strategy and plan development, (preferably with an Operator or Joint Venture owner)The ability to influence peers and manage multiple stakeholders at senior levelsProven ability of managing and successfully executing multiple programmes and projectsExcellent communication, presentation and report writing skills Desirable: Offshore oil and gas decommissioning experience
